A CPAM taxi is a registered taxi that transports people holding a medical prescription signed by their doctor. Invoicing this type of ride is somewhat particular, because the insured party is reimbursed by CPAM (the French health insurance fund), which means the administrative procedure of the health insurance system must be followed. Given the complexity of these operations, CPAM taxis generally rely on professional invoicing software such as Bizyness, which offers flexible settings that meet the administration’s requirements.
How does a CPAM taxi work?
To transport patients, the taxi must be approved and certified by CPAM, in order to guarantee its customers Professional Seated Transport (Transport Assis Professionnalisé, TAP). It has the equipment needed to transport sick, disabled, or injured people.
The trip can be a one-off or recurring. It can carry the patient to a hospitalization, a single medical appointment, regular visits to a specialist, a visit to a radiology center, dialysis sessions, chemotherapy sessions, and so on.
Patients who use this service hold a prescription requiring this type of transport, known as a PMT: Prescription Médicale de Transport (Medical Transport Prescription). This entitles them to coverage by Social Security ranging from 65% to 100%. These costs can either be advanced if the patient benefits from third-party payment (tiers payant), or reimbursed after the ride has been paid for.
How are transport costs broken down?
The total amount of transport costs consists of the mandatory portion, plus the supplementary portion. Third-party payment may cover the total fare or only the mandatory portion.
Automatic third-party payment
Third-party payment is automatic when the patient:
- was the victim of an act of terrorism;
- benefits from the ACS (assistance for supplementary health coverage);
- is in a Long-Term Condition (Affection de Longue Durée, ALD) status;
- was the victim of a workplace accident or suffers from an occupational illness;
- benefits from CMUC-C (Universal Supplementary Health Coverage);
- benefits from AME (State Medical Assistance).
Conditions for a CPAM agreement
Since January 1, 2017, as a CPAM taxi, you can sign a local agreement with the health insurance fund in your region. It authorizes you to offer third-party payment directly to your customers yourself. However, it can only apply to the mandatory portion.
How should a CPAM taxi invoice registered rides?
To invoice, the CPAM taxi must strictly follow the procedure set by the health insurance system. In all cases, you must use the official Cnamts 606-12-01 form, which you can find on the Ameli website under “transport par taxi pour motif médical — facture” (taxi transport for medical reasons — invoice).
Invoicing then differs depending on whether or not the customer uses third-party payment.
1 — The customer pays for the taxi ride directly
The customer can pay the invoice directly and then request reimbursement from the health insurance fund.
The taxi driver must proceed as follows:
- fill out the invoice in three parts: white, yellow, and green;
- check the “direct payment” box in the “payment method” section;
- once the customer has paid the invoice, have them sign it;
- fill in the “VSL, registered taxi, ambulance” section on the medical transport prescription (PMT);
- give the customer parts 1 and 2 of the invoice and keep part 3.
The insured party then handles the subsequent formalities that allow them to be reimbursed.
2 — The customer uses third-party payment
If the customer benefits from third-party payment, the taxi driver must take steps to get reimbursed. Here is the procedure:
- fill out the invoice in three parts: white, yellow, and green;
- check the “waiver of upfront payment” box in the “payment method” section;
- fill in the “VSL, registered taxi, ambulance” section on the medical transport prescription (PMT);
- give the customer part 2 of the invoice and keep parts 1 and 3.
For reimbursement, you must send part 1 of the invoice and part 2 of the PMT to your customer’s health insurance fund. You keep part 3 of the invoice. The insured party, for their part, keeps part 1 of the PMT to send to their own health insurance fund.
Managing invoicing with professional software for CPAM taxis
Working with an administration requires flawless organization, which only professional software can guarantee. You must necessarily use CPAM’s forms, which spares you from creating your own invoice template, but you still need to enter these invoices into your accounts and track their payment whenever your customer uses third-party payment.
Bizyness invoicing software is suited to CPAM taxis, because its features make your daily work easier and spare you time-consuming, tedious tasks.
Creating the customer file
When a customer uses a TAP, they must have a medical prescription, a Social Security certificate, and their Carte Vitale (French health insurance card) in hand. For each new patient, you create a customer file in your software. In the case of regular care, you can attach the medical prescription that documents your customer’s recurring need.
You also have all the information about the customer on hand, including their destination, which helps you organize your schedule. You can also prepare the invoicing for their ride, since the software keeps their details on file and you know whether or not they use third-party payment.
Checking taxi payment by CPAM
For customers using third-party payment, one part of the invoice is sent to CPAM to reimburse you for the ride. It is therefore essential that you can check at a glance that all payments have gone through.
The administration usually settles its invoices, but documents sometimes slip through the cracks and get lost. A payment may also be refused for compliance reasons. These are often minor details, but they delay payment and require contacting the health insurance fund to correct the document or attach a missing item.
Thanks to invoicing software for registered taxis, you can check the settlement of invoices by CPAM in real time.
Everyday expenses included in registered taxi invoicing
When a CPAM taxi issues invoices, it also factors in the costs of its day-to-day operations: fuel, tolls, vehicle maintenance and repairs, equipment costs, entertainment and meal expenses, and so on. With professional invoicing software for CPAM taxis, you record all these expenses along with the corresponding receipts and supporting documents.
This allows you, on the one hand, to keep accurate accounts without omitting any expenses. On the other hand, in the event of a tax audit, you won’t have to hunt for paper receipts, since you will have systematically scanned and entered them into your accounts.
You also record fixed and recurring expenses as well as occasional expenses in your accounts. This allows you to take stock of your spending and think about ways to reduce it to improve your margin. It’s always easier to run your business when you have a clear overview of your spending categories.
VAT
Professional invoicing software for CPAM taxis manages the VAT you need to declare and pay. These always time-consuming tasks can quickly become a headache without the software’s automatic management.
It also helps you build a forecast of the social security contributions you need to pay. This lets you anticipate your cash flow movements and avoid overdrafts that cost you bank fees. See this article on obtaining your VAT number.
